Concealed Handgun Course Slated for March 19

The Lafourche Parish Sheriff’s Office has announced a Concealed Handgun Training Course will be held on Sunday, March 19 at the LPSO Shooting Range Facility located at 3451 Highway 182 in Raceland. The class will begin at 8:00 a.m. and last until approximately 5:00 p.m. with a break for lunch. The actual ending time will vary due to class size.

The course will include the following:

  • One hour of instruction on handgun nomenclature and safe handling procedures of a revolver and semi-automatic pistol.
  • One hour of instruction on ammunition knowledge and fundamentals of pistol shooting.
  • Three hours of instruction on the use of deadly force and conflict resolution. (Includes a review of R.S. 14:18 through 14:22 and which may include a review of any other laws relating to the use of deadly force)
  • One hour of instruction on handgun shooting positions.
  • One hour of instruction on child access prevention.
  • Two hours of actual live range fire and proper handgun cleaning procedures. Live range fire shall include 12 rounds each at 5 feet, 10 feet, and 15 feet for a total of 36 rounds.
  • Must perform at least one safe reload of the handgun at each distance.
  • Must score 100% hits within the silhouette portion of an NRA B-27 type silhouette target with 36 rounds.

The cost for the course is $110, and advance registration is suggested due to limited class size. This course is a pre-requisite for those applying for a Concealed Handgun Permit from the State of Louisiana. Twelve Firearms Stolen from Building in Raceland

Lafourche Parish Sheriff Craig Webre announced a reward is being offered for information leading to the arrest of the person or persons responsible for the theft of twelve firearms from a Raceland property.

On Sunday morning, detectives opened an investigation after a Raceland man reported returning to his property on LA Highway 182 to find several firearms were missing from a building on the property. In all, nine handguns and three shotguns had been stolen from the building. Detectives learned the theft likely occurred at some point during the past two weeks.

Tips can also be submitted using the P3 Tips app on your mobile device. Tipsters could be eligible for a reward of up to $1,000 in cash if the information leads to an arrest.

 

Fugitives Arrested Following Traffic Stop in Lockport

Lafourche Parish Sheriff Craig Webre and Lockport Chief of Police Warren Vedros reported the arrest of Rocky Pertuit (age 31) of Lockport and Stephen Armand II (age 38) of Raceland following a traffic stop on Friday, March 3.

Just after 3 p.m. on Friday, deputies of the Lafourche Parish Sheriff’s Office Problem-Oriented Policing (“POP”) Squad were traveling in the Lockport area when they observed Rocky Pertuit driving a vehicle in the town. Knowing Pertuit had an outstanding warrant for Contempt of Court, deputies initiated a traffic stop on the vehicle on Tenth Street. After giving several verbal commands to exit the vehicle, Pertuit finally complied, but he began forcefully resisting deputies before he was taken into custody. He admitted to having narcotics in his possession, and deputies discovered three small bags containing suspected methamphetamine on his person. He was also found to be driving under suspension. Officers of the Lockport Police Department arrived on scene to assist as deputies attempted to identify the two passengers inside the vehicle. One of the passengers gave a false name but was identified as Stephen Armand II, and he was taken into custody due to having an active warrant for Contempt of Court. While in handcuffs, at one point, Armand attempted to flee the area on foot, but officers caught up to him after a short distance, and he was placed into the back of a patrol unit.

Pertuit and Armand were transported to the Lafourche Parish Detention Center in Thibodaux where they were booked on the aforementioned warrants. Pertuit was additionally charged with Resisting an Officer with Force or Violence, Possession with Intent to Distribute Methamphetamine, and driving under suspension. His bond is set at $70,500. Armand was additionally charged with Simple Escape and Resisting an Officer. His bond is set at $6,000, and he has been ordered to pay $619.50 in fines and costs per the warrant.

MISSING PERSON: Ronald Blanchard

Sheriff Craig Webre reported deputies are currently searching for 74-year-old Ronald Blanchard of Thibodaux who has been missing since Friday evening. Blanchard was at his fishing camp and was scheduled to take his boat to meet a family member at 5:30 p.m. at the Pointe-aux-Chenes Marina, but he never showed up. Family members have since been unable to contact Blanchard. Lafourche Parish Sheriff’s Office Water Patrol deputies searched throughout the night, and the search continued on Saturday as the Louisiana Department of Wildlife and Fisheries joined in to assist. Deputies discovered Blanchard’s boat, but he was not on board. 

One Arrested, Two Sought in Golden Meadow Vehicle Burglary

UPDATE: Geoffrey Galliano was arrested on Friday, March 3, 2017. He was booked with Simple Burglary of a Motor Vehicle, and his bond is set at $10,000.

Lafourche Parish Sheriff Craig Webre and Golden Meadow Chief of Police Reggie Pitre announced one person has been arrested and two are being sought in connection with a vehicle burglary in Golden Meadow which also led to fraudulent credit card charges. Brent Terrebonne (age 46) of Golden Meadow was arrested Wednesday after admitting to his involvement. Meanwhile, detectives have obtained a warrant for the arrest of Geoffrey Galliano (age 31) of Larose and are seeking information on a third suspect known only as “Omri.”

On Monday, February 27, Golden Meadow Police officers were dispatched to a residence on Rue Pouche Vide in reference to a vehicle burglary. Officers learned a woman’s purse had been stolen out of the vehicle and ten fraudulent charges had already been made using her credit card in the South Lafourche area. Since all ten charges were outside of the Town of Golden Meadow, Lafourche Parish Sheriff’s Office detectives were called in to assist with the case. Through investigation, detectives developed Brent Terrebonne as a suspect in the case. On Wednesday, detectives made contact with Terrebonne, and he admitted to his involvement in the burglary and making fraudulent charges using the credit card. He was arrested and charged with ten counts of Unauthorized Use of an Access Card as Theft, as well as Simple Burglary of a Motor Vehicle. He was transported to the Lafourche Parish Detention Center where he currently remains in lieu of $20,000 bond.

Through the course of the investigation, detectives also developed Geoffrey Galliano as a suspect in the burglary and obtained a warrant for his arrest.  Additionally, detectives learned through investigation that a third male subject, known only as “Omri,” was also involved in the burglary and fraudulent use of the credit card.

Detectives are seeking information on Galliano’s whereabouts and any information identifying the suspect known as “Omri.” Anyone with any information on this case is asked to submit the information to Crime Stoppers Bayou Region by phone at 1-800-743-7433 or online at www.crimestoppersbr.org. Deputies Discover MDMA and Marijuana during Traffic Stop

Lafourche Parish Sheriff Craig Webre announced the arrest of Richard Plaisance (age 25) and Sharon Sanders (age 21), both of Tallulah, on Wednesday, March 1.

At around 3 p.m. on Wednesday, deputies initiated a traffic stop on a vehicle traveling on Ayo Street in Raceland. Upon making contact with the driver, deputies detected a strong odor of burnt marijuana coming from inside the vehicle, as well as two young children in the back seat who were not properly restrained. Deputies identified the driver as Richard Plaisance, who had an active warrant for parole violation, and he was taken into custody. Plaisance admitted to smoking marijuana prior to the stop. Upon speaking to the passenger, identified as Sharon Sanders, she admitted to having marijuana inside her purse. Deputies located a small bag of suspected marijuana and MDMA pills inside Sanders’ purse. During a search of the vehicle, deputies discovered 54 individually wrapped bags of suspected marijuana found to belong to Plaisance, as well as drug paraphernalia. In all, deputies seized over 100 grams of marijuana and 29 MDMA pills, all of which has been sent to the Louisiana State Police Crime Lab for analysis.

Plaisance and Sanders were transported to the Lafourche Parish Detention Center in Thibodaux. Both were charged with Illegal Use of a Controlled Dangerous Substance in Presence of Persons under 17 Years Old and Possession of Drug Paraphernalia. Plaisance was also booked on the active warrant and charged with Possession with Intent to Distribute Marijuana and two counts of improper child restraints. His bond is set at $27,600. Sanders was additionally charged with Possession with Intent to Distribute MDMA and Possession of Marijuana. Her bond is set at $22,750.

Beginner Handgun Course Scheduled for March 4

The Lafourche Parish Sheriff’s Office will offer a Beginner Handgun Course on Saturday, March 4, at the Lafourche Parish Sheriff’s Office Shooting Range located at 3451 Highway 182 in Raceland. This class is designed for first-time firearms owners and persons looking to learn basic fundamentals about firearm ownership. Class will begin at 8 a.m. and last until around noon. The actual ending time will vary due to class size.

This course will include the following:

  • Firearms handling and shooting safety
  • Firearms parts and their operation
  • Ammunition and its function
  • Shooting fundamentals and an opportunity to develop them on the range
  • How to select, clean, and store a firearm
  • Review of various activities available to help participants develop their shooting skills
  • One hour of live range fire with certified Range Safety instructor

Two Drivers Arrested for Third and Fourth DWI Offenses in Separate Incidents

Sheriff Craig Webre announced the arrest of two men for DWI offenses overnight. Damond Savoie (age 41) of Arnaudville was charged with his fourth DWI offense, while Carl Chapman (age 47) of Des Allemands was charged with his third offense.

At around 9:30 p.m. on Wednesday, February 22, deputies traveling south on LA Highway 308 initiated a traffic stop on a vehicle in the Raceland area. Deputies made contact with the driver, identified as Damond Savoie, and he was exhibiting signs of impairment. Savoie submitted to a field sobriety test on which he performed poorly, and he later admitted to smoking marijuana prior to driving and to having marijuana inside the vehicle. During a search of the vehicle, deputies discovered a suspected marijuana cigarette, a partially-smoked marijuana cigar, and various drug paraphernalia. Deputies obtained a warrant for a blood test due to Savoie’s admission of smoking marijuana, and the results are pending at the Louisiana State Police Crime Lab in Baton Rouge. Savoie’s criminal history showed three prior arrests each for marijuana possession and DWI. He was arrested and transported to the Lafourche Parish Detention Center in Thibodaux where he was booked with DWI (4th Offense), Possession of Marijuana (3rd and Subsequent Offenses), Possession of Drug Paraphernalia, and improper lane usage. His bond is set at $56,100.

Then, at around 1:00 a.m. on Thursday morning, deputies patrolling Dantin Street in Raceland observed a pickup truck stopped in the opposite lane blocking traffic in the 500 block. Deputies approached the vehicle to find the driver, later identified as Carl Chapman, apparently asleep in the driver’s seat. They also noticed three open containers of alcoholic beverages near him. Upon making contact with Chapman, they detected a strong odor of an alcoholic beverage on his person. Chapman admitted to drinking alcoholic beverages prior to driving and refused to submit to a field sobriety test or a breathalyzer test. Deputies obtained a warrant for a blood test and the results of the test are pending. Chapman was arrested and transported to the Detention Center where he was booked with DWI (3rd Offense), Possession of Alcoholic Beverages in a Motor Vehicle, driving under suspension, and blocking private driveways, highways, and public rights-of-way. His bond is set at $55,200.

LPSO Employee & Local Organization Donate New Bicycles for Bike Patrol

Sheriff Craig Webre announced a Lafourche Parish Sheriff’s Office employee recently donated money through the Community Crusaders of Lafourche to provide two new bicycles to be used by the Bike Patrol section. The funding for the donation was provided to the Community Crusaders of Lafourche by Deputy John “Jac” Culver and his wife Mary.

LPSO Narcotics section supervisor, Lieutenant John Champagne, who also serves as Vice-President of the Community Crusaders of Lafourche, said, “We sincerely thank Jac and Mary Culver for their donation. The Community Crusaders of Lafourche is dedicated to assisting local individuals and organizations, and it is our pleasure to be able to provide upgraded equipment to the Lafourche Parish Sheriff’s Office Bike Patrol.”

Sheriff Webre was also extremely thankful for the donation. “We are very grateful for any donation, but it is really special when the source is one of our own employees,” said Sheriff Webre. “We thank the Culvers and the Community Crusaders of Lafourche for assisting us in purchasing this new equipment which will help provide a much improved and safer experience for our Bike Patrol deputies in addition to saving the taxpayers money.”

The donation amounted to $4,000 to purchase the two bikes, as well as lighting and accessories. The Volcanic (brand) bicycles are made specifically for the bicycle patrol industry to the standards required to withstand the rigors of daily patrol. The wheels on the new bicycles are 29 inches in diameter, larger than the 26-inch wheels on the rest of the bicycles in the fleet, which will allow deputies to travel longer distances and faster with less effort.

The new bikes have been assigned to Bike Patrol section supervisor, Sergeant Todd Prevost, and Deputy Jason Matherne. They are the only two deputies assigned full time to the Bike Patrol Section, but the Sheriff’s Office also has 16 supplemental riders who assist whenever needed. Bike patrol is deployed in strategic areas of the parish and often works with the “POP” Squad (Problem-Oriented Policing) in proactive efforts to fight crime. Additionally, many bike patrol units are utilized for events such as Mardi Gras parades to be able to respond quickly to incidents. Each Bike Patrol deputy and supplemental rider has been trained and certified by the International Police Mountain Bike Association.

The Community Crusaders of Lafourche is a local non-profit, humanitarian organization spearheaded by the Lockport Volunteer Fire Department. The organization assists in feeding nearly 50 families around the Central Lafourche area on a monthly basis. They also provide assistance to fire victims and various charitable organizations.

Galliano Man Charged with Sexual Battery of a Teenager

Sheriff Craig Webre announced the arrest of Charles Hebert (age 34) of Galliano on Tuesday, February 21. Hebert is charged with committing sexual battery on a teenage female.

Juvenile detectives opened an investigation on Monday after speaking with the female teenage victim. Through investigation, juvenile detectives learned Hebert allegedly had inappropriate sexual contact with the victim during the past year.

Detectives made contact with Hebert on Tuesday, and following questioning, he was arrested for Sexual Battery (Forcible Fondling). He was booked into the Lafourche Parish Detention Center in Thibodaux, and his bond is set at $100,000.

Due to the nature of the crime, no further details will be released.
