Concealed Handgun Course Slated for Saturday, July 21

The Lafourche Parish Sheriff’s Office has announced a Concealed Handgun Training Course will be held on Saturday, July 21, 2018, at the LPSO Shooting Range Facility located at 3451 Highway 182 in Raceland. The class will begin at 8:00 a.m. and last until approximately 5:00 p.m. with a break for lunch. The actual ending time will vary due to class size.

The course will include the following:

  • One hour of instruction on handgun nomenclature and safe handling procedures of a revolver and semi-automatic pistol.
  • One hour of instruction on ammunition knowledge and fundamentals of pistol shooting.
  • Three hours of instruction on the use of deadly force and conflict resolution. (Includes a review of R.S. 14:18 through 14:22 and which may include a review of any other laws relating to the use of deadly force)
  • One hour of instruction on handgun shooting positions.
  • One hour of instruction on child access prevention.
  • Two hours of actual live range fire and proper handgun cleaning procedures. Live range fire shall include 12 rounds each at 5 feet, 10 feet, and 15 feet for a total of 36 rounds.
  • Must perform at least one safe reload of the handgun at each distance.
  • Must score 100% hits within the silhouette portion of an NRA B-27 type silhouette target with 36 rounds.

The cost for the course is $110, and advance registration is suggested due to limited class size. Participants will need to bring 50 rounds of ammunition, eye protection (sunglasses or eyeglasses are sufficient), and ear protection (muffs or plugs).

UPDATE: Couple Wanted for March 2018 Armed Robbery Now in Custody

Lafourche Parish Sheriff Craig Webre announced a couple wanted in connection to an armed robbery that occurred in Thibodaux in March 2018 are now in local custody. Jarrod Sanchez, 27, and Saisha Willoughby, 30, who most recently lived in Labadieville, were both arrested in Texas last month.

At approximately 10 p.m. on March 29, 2018, deputies responded to an armed robbery in the 200 block of Plymouth Drive. Through investigation, deputies learned Willoughby had contacted the male victim and asked him to meet her at an apartment complex in the north Thibodaux area in reference to some money she owed him. Upon arrival, Willoughby made contact with the male victim. After a short time, a man, later identified as Sanchez, emerged from the vehicle in which Willoughby had arrived and pointed a gun at the victim. Sanchez then struck the victim in the face and stole several hundred dollars from the victim. The victim then fled the area and called 911.

Following an investigation, Willoughby and Sanchez were developed as suspects, and arrest warrants were issued. Then in May 2018, each was arrested in Texas.

On Wednesday, June 20, Sanchez and Willoughby were transported to the Lafourche Parish Detention Center and booked on warrants for one count each of Armed Robbery. Bonds are set at $200,000 each.

Deputies Seek to Identify Two Men Who Stole Hoverboards from Cut Off Store

Lafourche Parish Sheriff Craig Webre announced a reward is being offered for information leading to the arrest of two men wanted for stealing several hoverboards (self-balancing scooters) from a Cut Off department store late last month.

During the early morning hours of May 30, 2018, two men entered the Walmart Supercenter in Cut Off. The men grabbed several hoverboards and exited the store without purchasing the items. The two men were traveling in a white SUV.

Anyone who can identify these individuals, or anyone who may have possible information on this crime, is asked to submit a tip anonymously through Crime Stoppers Bayou Region by phone at 1-800-743-7433 or online at www.crimestoppersbr.org. Man and Woman Arrested Following a Series of Crimes on June 18

Lafourche Parish Sheriff Craig Webre announced a man and woman were arrested following a series of crimes on Monday. Juris Roussell Jr., 39, of Larose and Margaret Guidroz, 39, of Cut Off face multiple charges.

Through investigation, deputies learned that on Monday, June 18, a Larose man gave Roussell and Guidroz a ride to the Cut Off department store. Store employees contacted deputies later that day about a shoplifting incident. The following day, the Larose man contacted deputies to report that his gun had been stolen from his vehicle.  Roussell and Guidroz were determined to be the primary suspects in both investigations. It was believed they had stolen the gun during the ride to the store and stole merchandise at the store upon arrival.

Also on Monday, deputies responded to a residential burglary on Jason Street in Larose. Deputies learned Roussell had arrived at the residence that morning asking to perform work for cash but was denied. A woman left the residence and returned later in the day to find it had been burglarized. She contacted two family members to assist her at the residence. As the three were traveling in a car, they encountered Roussell walking along the road, and they noticed a bag stolen during the burglary in the vicinity. They confronted Roussell about the burglary, but he denied involvement. The woman retrieved the bag stolen from her residence which contained items stolen during the burglary. At that time, Roussell brandished a handgun and pointed it at each of the three individuals, threatening them. The woman returned home after the incident to contact the sheriff’s office.

Shortly after 4 a.m., deputies located Roussell at a family member’s residence, and Guidroz was present also. After deputies questioned them about the stolen firearm, they were both placed under arrest and transported to the Lafourche Parish Detention Center for booking.

Roussell was charged with three counts of Aggravated Assault with a Firearm, Theft of a Firearm, Possession of a Firearm by a Convicted Felon, Possession of a Firearm by a Person Convicted of Domestic Abuse Battery, Simple Burglary of an Inhabited Dwelling and Shoplifting. His bond is set at $98,000.

Guidroz was booked on charges of Theft of a Firearm, Possession of a Firearm by a Convicted Felon, and Shoplifting. She was also booked on a warrant for a parole violation in Texas. Her bond on the local charges is set at $40,000, but she is being held without bond due to the parole violation warrant.

Seat Belt Checkpoint Slated for Thursday, June 21

Sheriff Craig Webre announced the Lafourche Parish Sheriff’s Office will conduct a seat belt checkpoint in Lafourche Parish during the daytime hours of June 21, 2018. During this checkpoint, deputies will be checking motorists for seat belt and safety seat violations, as well as for proper inspection tags and other potential violations. Checkpoints are designed to help raise awareness for these types of violations and make the highways of the parish safer for all motorists.

Hundreds of Items Stolen in Larose Shipyard Burglary

Lafourche Parish Sheriff Craig Webre announced a reward is being offered for information leading to the arrest of the person or persons responsible for a burglary at a Larose shipyard.

At some time between June 8-11, 2018, one or more subjects entered a warehouse at a shipyard in Larose. Several hundred items were stolen in the burglary, most of which were electrical breakers and threaded brass pipe fittings for marine vessels, but similar to those used in homes.

UPDATE: Lockport Man Charged with Theft from Water District Payment Drop Box

Lafourche Parish Sheriff Craig Webre announced a Lockport man has been charged with theft after being caught on video stealing from a payment drop box at the office of the Lafourche Parish Water District #1. Anthony Domangue, 60, was identified by several individuals after surveillance video of the incident was posted on Tuesday.

In May 2018, officials at Lafourche Parish Water District #1 received calls from customers who claimed to have made payments which were never received by the water district. In each case, the payment was dropped off in the payment drop box just outside the front door of the water district’s office. In reviewing surveillance video, officials observed a man, later identified as Domangue, appear to stick his hand and arm in the drop box. The man returned several times in disguise, each time reaching into the box to retrieve envelopes.

After receiving multiple tips identifying Domangue as the suspect, detectives made contact with Domangue at his Lockport residence on Thursday, June 14. During questioning, Domangue admitted to stealing the envelopes. He told detectives he was seeking cash and did not attempt to cash the checks. He was charged with Misdemeanor Theft in the incident.

Sheriff Webre and Lafourche Parish Water District officials again encourage residents to make payments in person whenever possible if payments are to be made at the Water District office. If it is necessary to use the outdoor payment drop box after hours or on weekends, residents are encouraged to use a check made payable to Lafourche Parish Water District #1.

Raceland Man Taken into Federal Custody for Illegal Firearm Possession

Lafourche Parish Sheriff Craig Webre announced deputies assisted federal agents in the apprehension of a Raceland man for a federal firearms possession violation. Samuel Luck, 40, was arrested on Wednesday, June 13 by agents of the U.S. Department of Justice Bureau of Alcohol, Tobacco, Firearms, and Explosives.

Over the past 18 months, Luck has had multiple encounters with the Lafourche Parish Sheriff’s Office and the Thibodaux Police Department. In the encounters with LPSO deputies, he exhibited erratic behavior, used racial slurs toward officers, and spit at them. He was also observed to be open-carrying a firearm during several encounters. He had also made statements indicative of a desire to resist arrest if ever confronted. In February 2018, LPSO served Luck with a notice of wage garnishments in reference to a civil lawsuit.

While deputies found Luck had broken no state criminal laws in these instances, officials had a growing concern for officer and public safety due to the totality of the circumstances.

Investigators looked into Luck’s criminal records and found a history of violence in Kentucky which included a 2002 indictment for two counts of attempted murder and a 2004 domestic violence conviction. According to Title 18 of the United States Code, a domestic violence conviction would prohibit the defendant from possessing firearms. After making this discovery, the Lafourche Parish Sheriff’s Office notified ATF. This notification is customary as part of LPSO’s cooperative effort with federal authorities to attempt to keep firearms out of the hands of prohibited possessors.

On Wednesday, June 13, with assistance from LPSO, ATF agents took Luck into custody just outside his residence on LA Highway 1 in Raceland.

“This incident is another example of our ongoing efforts to keep firearms out of the hands of prohibited possessors,” said Sheriff Webre. “While the laws we helped create at the state level do not apply in this case due to his domestic violence conviction being in Kentucky, the federal possession prohibition does apply. Considering the growing concern for public and officer safety, we appreciate the response by the ATF who have been our long-standing partners in this effort.”

Kentucky court records show Samuel Luck was indicted by a Grand Jury in 2002 on two counts of attempted murder for a shooting incident in which two women were injured. He spent 265 days in jail, and he pled guilty to misdemeanor charges in that case. He received a one-year suspended sentence with credit for time served. Luck’s criminal history also includes arrests in Kentucky for resisting officers, perjury, hindering prosecution, harassment, and theft. He was also arrested by Louisiana State Police in Terrebonne Parish in 2011 for Cultivation of Marijuana and Possession with Intent to Distribute Marijuana.

Detectives Seek to Identify Man Who Stole from a Payment Drop Box

Lafourche Parish Sheriff Craig Webre announced a reward is being offered for information leading to the arrest of a suspect wanted for stealing from a payment drop box at a public utility office.

In May 2018, officials at Lafourche Parish Water District #1 received calls from customers who claimed to have made payments which were never received by the water district. In each case, the payment was dropped off in the payment drop box just outside the front door of the water district’s office. In reviewing surveillance video, both customers were seen utilizing the drop box over the weekend of May 12 and 13, 2018. As officials continued watching surveillance video recorded on May 13, they observed another man appear to stick his hand and arm in the drop box. The man returned several times in a disguise that included a jacket and something to cover his face. Each time he returned, he reached into the box and retrieved envelopes.

Investigators are asking for the public’s help to identify this suspect. Anyone who may know the identity of the suspect is asked to submit a tip anonymously through Crime Stoppers Bayou Region by phone at 1-800-743-7433 or online at www.crimestoppersbr.org.
