Sheriff Webre Announces Plans for Upcoming Drive Sober or Get Pulled Over Campaign

Sheriff Craig Webre announced the Lafourche Parish Sheriff’s Office will join other local law enforcement agencies in participating in the national Drive Sober or Get Pulled Over campaign which runs August 17 through September 3, 2018. The campaign is coordinated and funded by the National Highway Traffic Safety Administration and the Louisiana Highway Safety Commission.

Additional deputies will be assigned to saturated patrol efforts to target impaired drivers and help keep motorists safe. There will also be several checkpoints held in conjunction with the campaign. A seat belt checkpoint will be conducted during the evening hours of Friday, August 17, followed immediately by a DWI checkpoint which will continue into the early morning hours of Saturday, August 18. There will also be daytime seat belt checkpoints on Thursday, August 23, and Thursday, August 30.

During the seat belt checkpoints, deputies will be checking motorists for seat belt and safety seat violations, as well as other violations such as expired inspection tags. During the DWI checkpoint, deputies will be looking for drivers who are possibly impaired while checking for other traffic safety issues, including but not limited to seat belt usage. Lafourche Parish is a “No Refusal” parish, meaning if a suspected drunk driver refuses a breathalyzer test, deputies will seek a search warrant to have that person’s blood tested.

Sheriff Craig Webre reminds citizens to have a plan to get home safely before you decide to drink. Never drive if you have had anything to drink containing alcohol. Remember that driving under the influence of illegal narcotics can also lead to a DWI arrest. In fact, some legal medications can impair your ability to drive. Always read warning labels and instructions on prescription and over-the-counter medications.

Sheriff Webre also thanks citizens for their cooperation and patience when passing through these checkpoints and for recognizing the importance of raising awareness for safety issues.

Deputies Investigating Raceland Storage Unit Burglary

Lafourche Parish Sheriff Craig Webre announced a reward is being offered for information leading to the arrest of the persons involved in the burglary of one storage unit and attempted burglary of another.

On the afternoon of August 7, 2018, deputies responded to a storage unit facility on LA Highway 1 in Raceland in reference to a burglary. Deputies learned a lock had been cut and removed from one of the storage units, although nothing appeared to be missing. Deputies also discovered that someone had attempted to cut the lock on another unit. Upon reviewing surveillance video at the location, deputies witnessed two subjects in a maroon-colored Ford F-150 truck. One of the subjects, a white male, is seen exiting the truck, cutting a lock, and burglarizing the storage unit. He was also seen walking from the area of the other unit with a large bolt cutter before leaving the scene.

Deputies are asking for your assistance in this case. Free Hunter Safety Courses Slated for August 2018

The Lafourche Parish Sheriff’s Office will host a FREE Hunter Education Classroom Course and a Hunter Education Field Day in December for anyone ages 10 or older.

CLASSROOM COURSE:

The traditional “Classroom Course” is a two-day course covering topics such as hunter responsibility and ethics, how firearms work and firearms safety, survival and first aid skills, firearm handling skills and hunting techniques, wildlife identification, game care, and information related to wildlife conservation and management. The next Classroom Course will be offered Saturday, August 25 through Sunday, August 26, 2018. The first day will be the classroom portion from 8 a.m. to 5 p.m. at the Lafourche Parish Government Mathews Complex, located at 4876 Highway 1. The class will resume the following day from 8 a.m. to 11 a.m. at the LPSO Shooting Range located at 3451 Highway 182 in Raceland. Participants must attend BOTH days of the class and pass a written and practical exam to be certified. Class size is limited. Advance registration is required. FIELD DAY:

As an alternative to the two-day course, a Home Study Course is available online through the Louisiana Department of Wildlife and Fisheries website. Those who complete the home study course MUST take their completion voucher to a “Field Day” to complete their hunter education. The next Field Day will be offered on Wednesday, August 22, 2017, from 4:30 p.m. to 9:30 p.m. at the LPSO Shooting Range. Entry to the Field Day will be denied unless the completed forms are presented. There will be a written test required to complete the Field Day. Class size is limited. *Anyone born after September 1, 1969, who wishes to obtain a hunting license in Louisiana, must successfully complete a hunter education course. Exceptions may be granted by the Louisiana Department of Wildlife and Fisheries for active or veteran members of the United States armed services, for any P.O.S.T.-certified law enforcement officer, or for persons who are under the direct supervision of a person 18-years or older who is already licensed and has taken the approved course. Exceptions must be applied for and approved by Department of Wildlife and Fisheries.

During these checkpoints, deputies will be checking motorists for seat belt and safety seat violations, as well as for proper inspection tags and other potential violations. Checkpoints are designed to help raise awareness for these types of violations and make the highways of the parish safer for all motorists.

Thibodaux Man Arrested for Charges Including First Degree Rape and Aggravated Incest

Lafourche Parish Sheriff Craig Webre announced a Thibodaux man has been arrested for charges including rape and incest. Scott Hebert, 33, was arrested on Wednesday, August 1, following an investigation.

On July 29, 2018, juvenile detectives were notified about allegations in reference to Hebert having sexual contact with a juvenile relative. Following an investigation, detectives obtained warrants for Hebert’s arrest.

Detectives made contact with Hebert on August 1, and he was arrested on the active warrants. He was booked into the Lafourche Parish Detention Center in Thibodaux on charges of First Degree Rape, Aggravated Incest, and Cruelty to Juveniles. His bond is set at $1.1 million.

Due to the nature of the allegations, no further details can be released.

Burglary at Cut Off Daiquiri Shop under Investigation

Lafourche Parish Sheriff Craig Webre announced a reward is being offered for information leading to the arrest of the person or persons responsible for a burglary at a daiquiri shop in Cut Off.

On the morning of Monday, July 30, investigators responded to a burglary complaint at Royal Daiquiris, located at 387 Highway 3161 in Cut Off. Upon entering the business that morning, the owner discovered a window had been busted. The owner also discovered poker machines and an ATM machine were damaged and money had been removed from the poker machines. The power to the building had been shut off and the phones lines had also been disconnected. Investigators learned a worker left the business at around 2:20 a.m. that morning. The burglary occurred between that time and approximately 8:30 a.m.

UPDATE: Thibodaux Man Faces New Charge after Second Sex Crime Victim Comes Forward

Lafourche Parish Sheriff Craig Webre announced a man arrested last month for a sexual encounter with a teenage girl faces an additional charge after a second victim came forward. Duane Reisner, 43, of Thibodaux now faces multiple charges in the two incidents.

Reisner was arrested on June 28, 2018, and he was charged with Felony Carnal Knowledge of a Juvenile after detectives learned he had sexual contact with a teenage girl. After further investigation, detectives learned two other adults were present at the time of the incident. Detectives charged Brandy Guidry, 39, of Houma with Felony Carnal Knowledge of a Juvenile for also having sexual contact with the girl. Spencer Adams, 20, of Thibodaux was charged with Indecent Behavior with a Juvenile for reportedly participating in lewd acts. Detectives learned alcohol was purchased and provided for the teenager, and all three were subsequently charged with Contributing to the Delinquency of a Juvenile.

Since that time, a second teenage female victim came forward in reference to an incident with Reisner. Following an investigation, detectives obtained another warrant. Reisner was additionally booked with Indecent Behavior with a Juvenile. His total bond is now set at $135,000.

Party Locations Announced for National Night Out Against Crime on Tuesday, August 7

Sheriff Craig Webre has announced a list of 15 official block party locations in Lafourche Parish for the 35th Annual National Night Out Against Crime on August 7, 2018. Lafourche Parish Sheriff’s Office deputies will be visiting each location to speak with area residents about crime prevention and neighborhood concerns. Each party will begin at 6 p.m. and last until around 9 p.m.

The Lafourche Parish Sheriff’s Office will be providing food at each of the block party sites. Additionally, Explorers from POST 323 will be present at many of the block party locations offering free child fingerprinting and DNA swabbing to help enhance personal safety in Lafourche Parish. Each block party will be unique and offer various interactive activities for children and adults.

UPDATE: Galliano Man’s Death Determined to be Self-inflicted

Lafourche Parish Sheriff Craig Webre announced investigators have determined the death of a Galliano man found in Bayou Lafourche to be self-inflicted. The body of 69-year-old Terry Angelle was discovered in the bayou on July 22, 2018. Detectives have discovered no signs of foul play through the investigation.

At around 2 p.m. on Sunday, a concerned citizen reported a body floating in the bayou in the area of West 188th Street in Galliano. A local firefighter had arrived on scene and pulled the body to the shore. Investigators identified the body as Terry Angelle and found his arms and legs bound by rope.

Detectives found each of Angelle’s arms was tied to his waist using slip knots which, detectives believe, Angelle tightened himself. Angelle’s bicycle, which was his only known mode of transportation, was found at a dock approximately 500 feet from where his body was discovered. A pair of scissors was also found on the ground near the bicycle, and detectives believe Angelle used the scissors to cut the rope. Angelle had several items in his pockets including a cell phone, his wallet, and cash. Through interviews with family and friends, detectives have found no potential motive for a murder. Detectives also learned he had previously been admitted to a hospital for treatment of depression, but Angelle either refused or did not respond to treatment.

An autopsy was conducted in Jefferson Parish on Monday, July 23. Detectives said preliminary autopsy reports revealed nothing contrary to the investigation. Final results, including a routine toxicology report, are pending.
